OVPN.to has strict no logging policy that includes a custom operating system that keeps all information in memory so if the server is shutdown all data is lost. All of the services and servers are run without any client identifying log files. No information about when you connect, disconnect, how much traffic you create, or what you download/upload is ever recorded.
