Their network is made up of 36 servers located in Bulgaria, Germany, Switzerland, France, Iceland, Hungary, Moldova, Romania, Netherlands, Ukraine, United Kingdom, and the United States.

They also operate their own internal, public DNScrypt servers. OVPN.to provides VPN servers configured with OpenVPN based AES-256-CBC encryption, access to an anonymous SSH Tunnel, and also anonymous SSL SOCKS5/HTTP proxy servers. You are allowed to connect multiple devices, but there are some tricks to doing so. Connecting to the same server requires you to use IPv4 on one connection and IPv6 on the other. To accomplish this, you need to use IPv4-only-configs on the first device and IPv46-configs or IPv64-configs on the second device. You are also allowed to connect multiple devices or from different locations to different oVPN.to servers at the same time. You are allowed simultaneous connections to their oSSH Server with an SSH client, SOCKS5 servers, HTTP-Proxy servers, or STUNNEL4 proxy servers.
OVPN.to has strict no logging policy that includes a custom operating system that keeps all information in memory so if the server is shutdown all data is lost. All of the services and servers are run without any client identifying log files. No information about when you connect, disconnect, how much traffic you create, or what you download/upload is ever recorded. OVPN.to requires you to register with a valid e-mail address, but this is only used to restore your password.
OVPN.to does allow BitTorrent and other file-sharing traffic, but their servers are under the jurisdiction of the countries they are located in. If the sharing of copyrighted materials is illegal in that country, they could be forced to shut down those servers.
